A Las Vegas man who allegedly used a skimming device to steal debit-card information was arrested during the weekend as he was returning a rental car to Philadelphia International Airport, police said Monday.

Charges against Vacho Shahen, 31, who allegedly was planning to board a plane to leave the area, included identity theft, forgery, and access device fraud. He was remanded to Chester County Prison after failing to post bail.

Earlier this month Caln Township police received numerous reports from residents that their debit card numbers were fraudulently used to buy money orders in the region. An investigation led to the recovery of a skimming device at a Thorndale gas station.

After Shahen was arrested, Sgt. Steven Parkinson collected surveillance video from various locations throughout the Philadelphia area and was able to identify Shahen, as a suspect.

After his arrest Saturday, police said, additional victims were identified and 100 additional similar charges were filed on Sunday.
