Gov. Wolf Sunday called out the 2016 Democratic National Convention organizers for not returning a $4 million surplus to the state, which had kicked in $10 million for the event last July.

“I am disappointed that when the host committee discovered there was a surplus, the first call was not to the Commonwealth of Pennsylvania to discuss returning the money to the taxpayers,” Wolf said in a statement.

“The commonwealth supports large events that have an economic benefit to Pennsylvania and the region, but when there is leftover funding, that money should be returned to taxpayers. I am disappointed that the surplus was instead spent on bonuses and grants.”

The host committee raised $86 million, with the largest amount coming from Pennsylvania taxpayers. After all payments were settled with vendors, the committee was left with a surplus of about $4 million. Former Gov. Ed Rendell, who served as chairman of the committee, authorized distribution of nearly $1 million in bonuses to committee staff in November.

The host committee was designated a nonprofit and charged with fund-raising and organizing welcome parties for the convention.

All 12 of the host committee staff received bonuses. In addition to political consultant and chief organizer Kevin Washo’s $310,000 check, rewards ranged from $13,357 for the office manager, to $220,000 for the chief financial officer.

According to an auditor’s report released by Wolf’s office Sunday afternoon, Pennsylvania’s $10 million grant was used for three major expenses – the venue license, which cost $5,775,000; construction management, $2,465,195; and construction, $1,759,805.

The auditor, JT Goldstein, also noted that the Host Committee failed to deposit the $10 million paid in advance in an interest-bearing account, thus missing out on earned interest, estimated at $563.
