A former Philadelphia police officer assigned to fight the drug trade in a neighborhood hit hard by the opioid epidemic has admitted instead to handing out heroin and other contraband in exchange for sexual favors, according to his lawyer.

Stanley Davis, a 21-year veteran of the force who had been assigned to an FBI narcotics squad before abruptly retiring in May, is scheduled to plead guilty Friday to federal drug-distribution charges, a crime that could send him to prison for up to 20 years.

Prosecutors say he enticed two women he met in Kensington into a series of sexual liaisons in New Jersey motel rooms and his police-assigned vehicle between last October and December.

One of the women told investigators about the trysts last year after she was arrested for causing a fatal car accident while driving high, Davis’ lawyer Jack McMahon said.

“He cooperated right from the get-go,” McMahon said. “He felt terrible about doing it, and once it was exposed it just came right out of him because it’s not his real nature.”

Davis told investigators he met the women last fall on the streets of Kensington while they were seeking to buy drugs, and approached them about becoming confidential informants for the police. Neither woman is named in court filings.

But as Davis to continued to communicate with the pair, he began exchanging sexually charged text messages with one of them, including nude photos of himself, according to his plea agreement with prosecutors.

Davis, who is married to a police officer, has admitted that he and the woman with whom he was texting met for sexual trysts at least twice over the next several weeks, with each liaison involving drug use.

One encounter outlined in court filings began with the woman snorting heroin and smoking crack cocaine in front of him prior to having sex. In another, he gave the woman several bags of heroin – hidden under a floor mat — after she had performed a sex act upon him in his car.

Davis’ last meeting with that woman occurred in November, and he quickly turned his attentions to her friend using similar seduction techniques. He offered her cocaine and heroin in exchange for sex on at least two occasions, according to the plea agreement in his case.

Prosecutors make no mention in their filings of the car wreck that Davis’ lawyer said eventually exposed the illicit conduct.

But police reports from the incident suggest that the driver, Rosie Dorothy Forsyth, 28, was high when she crashed her car Nov. 16 along the Pennsylvania Turnpike in West Pikeland Township.

Her 90-year-old passenger died a week later from injuries sustained in the wreck. Forsyth currently faces charges in Chester County Court including driving under the influence and with a suspended license as well as causing an accident involving injury or death.

McMahon said Thursday it was impossible to know whether her intoxication that day was tied at all to drugs she received from Davis.

As for his client, the lawyer added, Davis remains deeply regretful of his conduct.

“We’ve all done bad things and stupid things,” McMahon said. “Some are just more stupid than others, and this was particularly stupid.”
